In my opinion the surgical risk is too high right now. If completely impacted, sometimes we leave upper wisdom teeth. Probably they will drop down further, and make extraction less risky, within 3 to 5 years.

You can go for surgical extraction only when your upper wisdom teeth is crowding your other teeth or showing signs of infection else leaves them as it is. In both cases there would be pain or irritation. I got my wisdom teeth out at 21 years old and that too because one of them became infected. So in order to prevent it from happening again to any of the other teeth my dentist removed it.

You can go for extraction of teeth if there is any pain in the erupting teeth region
