Maxillary Arch Restoration: Optimal Number of Implants?

What's the optimal number of implants a person should try to get (costs aside) for a full-maxillary arch restoration, if the person had adequate bone to support X-optimal number of implants, with a long-term goal of preserving as much bone as possible (preventing resorption) any ideas?

The point is that I'm looking for the "optimal average." I've seen numerous dentists and oral surgeons and have heard everything from 4 to 14
implants, which leaves me clueless as to what is optimal, they all think their idea is the optimal, but surly there is biased motivation on their parts to promote their number. None of them know my budget, which is $55,000 to get my maxillary arch restored. Advice anyone?
